Program Description
The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Department of Development, Office of Community Service (OCS). It is designed to help eligible low-income Ohioans meet the high costs of home heating. HEAP provides a one-time payment for Public Utilities Commission of Ohio (PUCO) regulated utility customers for the winter heating season. Vouchers are issued to non-regulated utility customers, master-metered and other applicants who do not have a utility bill in their name.
Program Requirements
In order to qualify for this benefit program, you must be a resident of the state of Ohio and you must need financial assistance for home energy costs.
In order to qualify, you must also have an annual household income (before taxes) that is below 60 percent of the State Median Income:

A person who participates or has family members who participate in certain other benefit programs, such as the Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF) or certain needs-tested Veterans benefits may be automatically eligible.
